How to get travel medical insurance

Hi all!  I apologize for the repetition but my earlier post seems to be lost somewhere in cyberspace (I'm not terribly message board saavy!).

My dd is 5 years old and recently diagnosed with epilepsy after a second TC seizure in November of last year.  She's had a long hx of prior febrile seizures without a formal diagnosis.

We are Canadian, and have a publicly funded health care system within Canada.  We'd like to take a vacation sometime this year, but heard that Sarah may not qualify for additional health insurance due to her epilepsy being labelled a pre-existing health condition.  We already have travel insurance under our credit cards and my husband's employer, but both have this same clause. 

The epilepsy ontario website seems to indicate that many companies require you to have stable epilepsy, meaning no seizures for at least 3 months and no changes in medication prior to being approved.

How can this be?  I plan to call our companies directly to find out details for our case.  But it seems unfair to me that we can never travel without the financial worry of having to pay out of pocket for any medical care. 

Does anyone have any advise?
