9 month baby seizing?

My 9 month old had a tonic clonic seizure when she was 3 months. She had another one when she was 8 months. She also does a sort of shiver on and off. When she does it, she does it all day, when she doesn’t, she doesn’t for days or weeks. She did it all the time until she was about six months, and then she stopped until she was 8 months, when she started doing it all the time again. Since putting her on medication she has not seemed to exhibit the shiver. She takes .7mg keppra once daily. Can shivers be a sort of seizure?
